Background on TL 9000
TL 9000 requirements were developed by the QuEST
forum (The Quality Excellence for Suppliers of
Telecommunications Leadership), comprised of leaders
in the telecommunications field. The QuEST forum
used ISO 9000 as a baseline and the requirements
of existing industry standards and practices in
developing the TL 9000 requirements. The development
of sector-specific requirements for hardware,
software and services quality system and metrics
requirements is an essential part of TL 9000.

TL 9000 applies to all suppliers of telecommunications
hardware, software and services.
Registration to TL 9000
TL 9000 Quality system requirements will allow
for registration to the hardware, software and
services quality system requirements, or any combination
of the three categories, coupled with the appropriate
Metrics. Multiple registration options will allow
users to register according to the nature of their
business.
The three registration options (or any combination)
being offered are as follows:
- TL 9000 - H (Hardware quality system requirements
and metrics)
- TL 9000 - S (Software quality system requirements
and metrics)
- TL 9000 - V (Services quality system requirements
and metrics)
Registrar Accreditation
The QuEST forum has made it very clear that it
will only accept third-party registrations from
Registrars that meet the requirements defined
in Appendix "B" – Code of practice
for TL 9000 Registrars. UL meets all these criteria
and will be in the first group of Registrars accredited.
