CE
Mark
CE stands for "Communautés Européennes",
the European Communities. CE-marking was
introduced by the European Commision and
it is the Commision who also set the conditions
for use of the CE-mark within the different
CE-mark directives. With the CE-marking
the manufacturer or his representative within
the EU declare that the individual product
is in compliance with the general safety
regulations in the CE-marking directives.
Manufacturers outside the EU can appoint
European importers as their representative
in the EU.
The
CE-mark is mandatory in the EU member countries.
While
manufacturers are responsible for the actual
application of the CE Marking to their products,
UL offers many services to assist you with
the CE Marking process, including:
- Assistance in identifying applicable
Directives and Harmonised Standards
- Product evaluations in accordance with
applicable European Harmonised Standards
- Guidance in application of the Directives,
including the steps to affixing the CE
Marking
- Direct access to Notified Bodies such
as UL International Demko A/S or UL International
(UK) Ltd., when Notified Body involvement
is desired or required
- Quality system audits when required
by the Directive or desired by the manufacturer,
and
- UL private or public CE Marking technical
seminars to develop and implement effective

Nordic
Certification Service (NCS)
UL fully supports
the Nordic reciprocal agreement for the
mutual acceptance of test results between
signatory Nordic countries, avoiding the
need for multiple tests to European Standards
to obtain other Nordic national safety marks.

The Demko Mark (D)
The D-Mark is a voluntary safety mark registered
and provided by UL-Demko. It has been in
use for more than 70 years and is a familiar
symbol to consumers as well as retailers
and manufacturers in Europe. The D-Mark
demonstrates that the tested product complies
with the requirements in:
- Harmonised standards (for example, EN/HD),
or
- International standards (for example,
IEC), or
- National standards (for example DS),
or
- Other standards (for example, UL or
VDE), or
- Other relevant parts of the above-mentioned
standards that form the basis of the certification
Certification
of a product is based on the testing of
one or a few specimens; in other words,
type testing. The manufacturer has the obligation
to ensure that his production complies precisely
with the tested product. By affixing the
D-Mark to the product, the manufacturers
or importers are providing their applicants
with the opportunity to be sure that electrical
safety has not been compromised.

GS
Mark
The UL GS mark is a voluntary mark. It can
be used on products such as household appliances,
laboratory equipment, luminaries, IT/AV
equipment and some components. Products
are evaluated according to the Low Voltage
Directive, EMC Directive and Machinery Directive.
The evaluation is based on harmonised European
standards. Where no European standards exist
for products under the GS requirements,
you will receive a certificate based on
IEC standards. The validity of the certificate
is 5 years. Pre-license inspection is required,
followed by a yearly factory inspection.
Our inspections comply with the European
CENELEC inspections and can be combined
with other inspections. The Testing at Manufacturer's
Premises (TMP) agreement under the CB scheme
can be used as basis for the UL GS mark.
You can also combine testing for the UL
GS mark with testing for other European
certification marks (e.g. D-mark, ENEC,
Keymark). Electrical safety testing done
by a Certification Body Test Laboratory
(CBTL) is accepted for obtaining a UL GS
mark if German national deviations are met.

GOST-R Mark
GOST R certification is mandatory for a
wide range of products, which is based on
safety testing (IEC standards with Russian
deviations), EMC testing and, for products
in contact with food, Hygienic certification
as well. Hygienic Certificate is not mandatory
until further notice. Working with VNIIS
(a member of the CB scheme), the Executive
Board of the Notified Certification Body
(NCB) GOST Re and GOSSTANDART of Russia,
we can locally test and evaluate electrical
products to GOSSTANDART's requirements as
one of the first laboratories outside Russia
working directly with GOSSTANDART. When
applying for a GOST R certificate through
VNIIS/UL you will obtain a GOST R certificate
which is valid for 3 years and must be renewed
through UL International Demko after a yearly
inspection.

ENEC Mark
ENEC (European Norms Electrical Certification)
is a voluntary mark for luminaries, luminary
components, electrical and electronic office
and IT equipment, safety isolating and separating
transformers, power supply units and switches
for household appliances. It certifies the
compliance of a product with the EN standards.
ENEC is considered by the countries that
signed the agreement as valid as their own
national mark. ENEC accepts manufacturers
worldwide, except for luminaries, for which
ENEC may be gained by manufacturers in Europe
only. Requirements for manufacturing location
will be stated specifically for each standard
included in the ENEC Agreement (ENEC 301,
Annex B). The agreement is special as it
is based on a joint European certification
mark to which an identification number has
been added for each issuing body of the
mark. UL International Demko A/S is a leading
signatory to the ENEC agreement. Testing
for the ENEC Mark may be done locally, on
the manufacturers' premises. Our local UL
offices will make factory visits to help
you ease the procedure.

Keymark
The
Keymark is a voluntary mark. It is the only pan-European
safety mark for household appliances. It provides
the customers in Europe with a clear and simple
message that the product complies with a harmonised
European safety standard. Regulatory authorities
will see it as supporting CE Marking. A product
carrying the Keymark does not have to be submitted
for additional verification to certification bodies
in other European countries. Up to now, appliances
"approved" in different European countries have
carried different national marks - even though
the assessment systems are broadly similar. Keymark
offers the alternative of being a single common
mark recognised in all these countries. A single
mark removes doubt and confusion. UL International
Demko A/S is a leading signatory to the Keymark
agreement. Testing for the Keymark may be done
locally and our local offices will visit your
factories worldwide.

The
CB Scheme
The
International Electrotechnical Committee for Conformity
Testing to Standards (IECEE) established the CB
Scheme for Electrical Equipment. It is an international
system for acceptance of tests. The CB Scheme
- or CB Agreement - is a multilateral agreement
among participant countries and certification
organisations utilising a CB Test Report issued
by one of these organisations. The CB Scheme is
very fast growing and it is one of the most beneficial
solutions for trading in global markets.
The network under the CB Scheme comprises today
58 product certification organisations - National
Certification Bodies (NCB) and 140 testing laboratories
(CBTL) in 43 countries throughout America, Europe,
Asia, Australia and Africa.
The CB Agreement can be applied for products for
which IEC standards exist and are accepted by
the IECEE for use within the Scheme. The products
are tested to these IEC standards and most often
also to the declared national differences of the
various member countries. National differences
are special requirements that the IECEE, CB Scheme
permits each country to adopt to address local
safety concerns.
UL will test your product to the applicable IEC
harmonised standards and to any National Differences
required for the countries in which you want to
market your product. We will then issue a CB Test
Certificate and a CB Test Report that you can
use to obtain national certifications. The CB
Test Certificate and associated CB Test Report
you receive from us will minimize the need for
additional testing. We keep up to date with the
National Differences of CB Scheme member countries
so your products are evaluated to the most current
requirements of the countries you target.

CENELEC Certification Agreement
(CCA
Mark)
The
pan-European CCA (CENELEC Certification Agreement)
Mark is a voluntary mark based on reciprocal recognition
of test results within the member countries. The
agreement is valid only for those products for
which there are harmonised European standards
(EN standards). The products fall into the following
categories: household appliances, switches for
household appliances, lighting fittings, measurement
instruments, electro medical equipment, IT equipment,
hand-held tools and consumers electronics. The
scope of the mark will be extended in the future
to other products when new standards come into
force. The prerequisite for being allowed to apply
for certification is that the applicant is resident
in and that production (final assembly and quality
control) takes place in the member countries.
There is a requirement for a subsequent factory
inspection under the CCA Agreement. Therefore,
a CCA Certificate cannot be issued unless an initial
factory inspection has been made. UL International
Demko A/S is a leading signatory to the CCA agreement.
